Nato nel 1963 a Grosseto, vive a Ostia (Roma) e ha seguito passo, passo le orme di molti altri grandi Campioni azzurri.
Ha imparato a giocare all'età di 10 anni osservando il papà con cui ha mosso i suoi primi passi.

Su scala nazionale dopo aver vinto nella Categoria juniores due titoli a Squadre e due a Coppie, ha già conquistato dal 1993 ad oggi: 7 titoli nazionali a squadre open e 9 Coppa Italia Open.
La sua partnership con Claudio Nunes ha rinverdito i fasti azzurri e oggi rappresenta una delle coppie più forti al mondo.
Sul piano internazionale, dopo essersi messo in luce vincendo la medaglia d'argento agli Europei Juniores di Plovdiv nel 1988, ha spopolato conquistando un Mondiale a Squadre nel 2005, un Mondiale a Coppie (2002), un Mondiale a Coppie Miste nel 2010, le Champions Cup (2004, 2005, 2007, 2008, 2009), le Olimpiadi del 2004 e del 2008, una Wernher, un Mitchell, una Spingold ed una Reisenger ai NABC americani, gli Europei Open del 2004 e del 2006, il Transnational del 2007 e ha preso l'argento nella Bermuda Bowl del 2003 (rocambolescamente persa per un solo I.M.P) e in quella del 2009 ed il bronzo nel Coppie Open ai Mondiali di Verona.
È uno dei soli 10 giocatori al mondo che si sono potuti fregiare della così detta "Triple Crown" (Mondiale a Squadre, Olimpiade a Squadre, Mondiale a Coppie).
Nel 2007 è saltato in testa alla classifica dei giocatori più forti in attività edita dalla WBF.
Fulvio è sposato con Jolanda, buona bridgista e figlia del noto insegnante palermitano Vincenzo Riolo recentemente scomparso.
Dal 2010 si è trasferito a Monaco dove dal 2012 difenderà i colori del Principato.

At the international level, having highlighted by winning the silver medal at the European Juniors in Plovdiv in 1988, has earned a depopulated World Team in 2005, a World Pairs (2002), in a World Mixed Pairs in 2010, Champions Cup (2004, 2005, 2007, 2008, 2009), the Olympics of 2004 and 2008, a Wernher, a Mitchell, a Spingold and a Reisenger at NABC, the European Open in 2004 and 2006, the Transnational in 2007 and took silver in the Bermuda Bowl in 2003 (lost by one daring IMP) and the 2009 and bronze in the Open Pairs at the World Championships in Verona.
It is one of only 10 players in the world who have been able to boast of so-called "Triple Crown" (World Team, Olympic Team, World Pairs).
In 2007 he jumped at the top of the strongest players of the time published by the WBF.
Fulvio is married to Yolanda, a good bridge player and daughter of the famous Palermo Vincenzo Riolo teacher who recently passed away.
He moved to Monaco in 2010 and from 2012 he will defend the colors of the Principality.
