Nato a Washington il 4 gennaio del 1941, Steve, che vive ad Arlington in Virginia, è stato un ottimo giocatore di scacchi alla Coolidge High School, finché una volta entrato alla University of Maryland, dove si è laureato in Scienze Politiche, non ha conosciuto il Bridge.

Programmatore di computer fino al 1996 al Department of the Army, Steve è un giocatore professionista World Life Master e Grand Life Master, che ha ricoperto con continuità tutte le cariche federali della Washington Bridge League ed alcune altre cariche in sede ACBL.
Sposato con Linda che collabora con lui nell'insegnamento del Bridge, hanno una figlia: Sarah che si è laureata alla Cornell University.
Sul piano internazionale ha vinto: la Rosenblum Cup del 1986, il Campionato del Mondo a Squadre Miste del 1974, le Olimpiadi Senior del 2000 e la Senior Bowl del 2003 a cui ha fatto seguito l'argento del 2011.
Tra i molti titoli nazionali e regionali conquistati ricordiamo: il Jacoby del 1986, le 3 Vanderbilt (1987, 91, 97), le 2 Reisinger (1972, 86), i 3 Mitchell (1978, 89, 94), 3 GNT (1984, 1988, 1992), 2 Jacoby (1986, 2012) e il Wernher del 1972.
La sua partnership con Peter Boyd è una delle più durature del bridge a stelle e strisce.
Steve è anche l'inventore della nota convenzione CRASH e del sistema dichiarativo "Washington Standard", inoltre, assieme a Kit Woolsey ha pubblicato in due articoli apparsi su Bridge World nel 1977 e nel 1978 i fondamentali della nota convenzione Puppet Stayman.
Nel 2003 la ACBL gli ha concesso l'onore di far parte della Hall of Fame.
Nel 2012 ha vinto lo Jacoby dei NABC.

player from the Washington, D. C. area to be inducted into the Living Hall of
Fame (2003).

As a teenager, he was intrigued by the game of chess and while at the Student Union at the University of Maryland, became exposed to bridge, the game that propelled him to great international heights --including victories in the 1974 World Mixed Teams, the 1986 Rosenblum Cup (World Team Championship), the 2000 World Senior Teams, the 2003 Senior Bowl and countless other NABCs.
Steve's administrative achievements are equally monumental. Besides serving as Treasurer of The Washington Bridge League and District 6, he authored Washington Standard, circulates a weekly email to approximately 1600 avid readers keeping them attuned to the local happenings and currently serves as Moderator of the bi-monthly Washington Bridge League Solver's Club.
Before his retirement in 1996, Steve spent 32 years as a Programmer for the Department of the Army.
