Si tratta di una convenzione di intervento ideata dal newyorkese Harry J. Fishbein per offrire al giocatore immediatamente successivo al barrante la possibilità di punire i barrage a livello di tre a colore operati dagli avversari.
Spesso avviene che quando un avversario esegue uno di questi barrage, essendo il contro a togliere, il secondo di mano non ha la possibilità di proporre la punizione e, di fatto, affranca l'avversario dall'onere di doverla subire.
Adottando la Fishbein, di solito, con il Contro Punitivo si mostra lunghezza e consistenza nel colore lungo avversario e la possibilità di arrivare a book quasi con le sole proprie forze; inoltre, la mano del contrante deve presentare tolleranza per qualsiasi altro colore.
Supponendo un barrage di 3♣ di Sud, il 2º di mano si comporta così:

capirete meglio l'utilità della convenzione.
Est dal canto suo può: accettare la punizione del compagno, toglierla avendo mano bianca ed un proprio colore molto lungo, chiamare una qualsiasi Manche o, infine, surlicitare il colore di barrage come forcing assoluto.
Il gradino usato da Ovest al posto del Contro Informativo classico è il primo gradino utile a colore (quindi, escludendo quello di 3SA):

La convenzione, qualora opportunamente concordata, può trovare la sua utilità anche sulle sottoaperture avversarie a livello di due e sul barrage di 4♣.
L'esperienza ha mostrato che è meglio soprassedere all'utilizzo della convenzione sull'Apertura di 3♠ in quanto il take out a 4♣ non consente di giocare 3SA se il partner ha una buona tenuta del colore.
La convenzione Fishbein non si adotta in posizione di Riapertura dove il contro riprende la sua tradizionale funzione di take out:

This is an interference convention proposed by the New York player
Harry J. Fishbein
to offer to the player next a barrage bidding the possibility to punish the
3-suit bid of the opponent.
When an opponent does a barrage, since we normally use a take-out double, it often happens the player next cannot propose the punishment and then save the opponent from that.
Using the Fishbein, with the double, length and strength in the opponent's suit are shown as well as the capability to get the book of the hand almost with the own forces; moreover, the hand of the doubling player shall have tolerance for any other possible suit.
With a 3♣ barrage from South, the second player in West does as follows:

you can better understand how useful this convention can be.
East,
from his point of view, can:
- accept the punishment,
- takeout with a very poor hand and a long suit,
- bid game, any,
- overbidding the barrage suit as an absolute forcing bid.
Note: the step West uses, instead of the takeout double, is the cheapest bid (excluding 3NT).
Then, against an opening barrage 3♥ in South, West bid:

This convention, where well agreed, can also be useful against weak opponent's opening at level 2 and against 4♣ barrage, but I suggest not use it on the barrage of 3♠.
Experience has shown that it is better to defer the use of the convention on opening as the 3 ♠ because 4 ♣ take out does not allow you to play 3NT if partner has a good color fastness.
Fishbein convention is not used in fourth position, where the dbl gets again its traditional takeout meaning:
