Rui Silva Santos è nato il 7 luglio del 1944 a Cascais  una città circa  30 km ad Est della capitale.

 Rui ha studiato al Liceo Camoes di Lisbona ed è un World Master ed uno dei migliori giocatori portoghesi che insieme a molti titoli nazionali per oltre un ventennio ha fatto parte fissa della nazionale portoghese.
